It's not really that weird, it's been done in a lot of places. On those walkways in Sheepshead Bay, the walkways are lower than street level and there are steps connecting them to the sidewalks of the regular (newer) streets. Where those old houses face the regular streets, they are sunken. Not far from the place of our discussion, on the west side of 79th Street, 149th Avenue drops sharply into an older neighborhood that appears to have poorer drainage, this becomes Loring Avenue in Brooklyn. The intersection of Amber Street and Loring Avenue has two levels, the west/south upper level and east/north lower level, with no connection. 78th Street/Sapphire street is interrupted midblock between 149th/Loring and 151st Avenue/Stanley Avenue by a similar level change (without a ramp or pedestrian stairs). None of these places have subways.

A high water table would be a reason for the city not wanting to dig, or dig very deeply to build a sewer. So there's little question that if there were a 76th Street station, it'd be inundated by now.
