Well for one, South 4th was a PROVISION for expansion. 76th St, if built, is NOT a provision, but actual construction, as it would have been built as a continuation of building the line further, which they were planning to do. South 4th was just a provision for the future, 76th would be part of actual continuation of the line they were building. |
