And for the umpteenth time, dragging a $500/day rental of a ground-penetrating radar on a sled back and forth across the street along the route would either prove or disprove the entire thing. No holes needed!

It can SEE that far down, it can tell if there's concrete, rock or sand at various depths and if there's iron at depth below the piping, that too would show up. So simple and yet so distant an option.
