That was put in place so that slave states would not abuse the federal government by counting their slaves as whole people for the purpose of apportion; if that was not put in place, then the slave states would have had more representatives based on people who had no rights due to being slaves and thereby abusing the slaves even more as well as making the federal government perpetually pro-slavery. Absolutely nothing to do with the electoral college besides. |

It was a compromise because it counted slaves as too much of a person, not too little. The northern states wanted slaves not counted at all. But you don’t want to mention that because it’s inconvenient.It has everything to do with the EC because slaves counted as a fraction of a person for the purpose of electoral votes, but they would have counted as zero people for a popular vote. It also helped states with otherwise restricted franchises. |

LOL.A state like South Carolina had a fair number of electoral votes because (number of whites) + (3/5) x (number of blacks) was a fairly big number. In 1796, South Carolina had 8 electoral votes and NY had 12. If electoral votes were distributed based on whites or white males, SC would have had far fewer votes relative to NY. |
