Most civilians currently living right near a rocket launching site will understand that they have to move right now. Even most local headquarters for militants (whether mosques, commercial buildings, or apartment buildings) will be known to the locals, who will again know they can't afford to keep on living nearby.

I don't know if that's feasible.

Russia has murdered at least as many Ukrainian civilians as Hamas has murdered Israeli civilians. By murder I mean deliberate targeting of civilian populations where there is no military target present. Sending a missile into a theater where a performance is going on is not less of a war crime than machine gunning attendees at a concert, even if the people pulling the trigger are farther away in the former case. I'm sorry to say that what I see happening with several posters here (not Mitch) is: - People with dark skin massacre people with dark skin: huh, did something happen? - People with white skin massacre people with white skin: well, bad stuff happens in wars. - People with dark skin massacre people with white skin: subhuman!
