I am afraid it's YOU that haven't read the article. The farmer in question was participating in the LEGAL H-2A foreign worker program where LEGAL non-Americans are allowed to come into the country to work. And the farmer decided not to do that, and instead tried hiring "local" workers instead.
Interesting article, but it has NOTHING to do with ILLEGAL immigration, and absolutely NOTHING to do with the Arizona or Alabama illegal immigrants laws.

So, as I said..."another wond confusing ILLEGAL immigration with legal immigration".
