I think that blacks still suffer from the effects of institutionalized racism. They have not recovered from segregation.The place that was the worst offender in terms of institutional racism, the Old South, actually has the lowest black crime rate. And the leadership is piss poor. That's why one is President. Actually, thanks to the One Drop Rule in America, blacks actually have pretty good leaders, considering. South of the border, where mix breeds can be considered "pardo" or even "white" (as I would), blacks are robbed of their advocates, because their best and brightest tend to become part of the upper classes and do not concern themselves with the plight of blacks.
