it's another to stop watering down the curriculum and impose higher standards that may create a higher failure rate that's especially disproportionately heavier on black and Hispanic students

You saying that blacks and Hispanics are not as smart as other races/ethnic groups?

Failure rates are not due to academic standards. Those are purely due to family breakdown, and societal breakdown by extension.
