It is completely unreasonable and irrational to expect everyone to go the same speed all the time.

The closest I have ever seen that done was in Los Angeles the one time I visited there in the late 80's. In the non rush hours, everybody was doing a steady 70 on the 405 freeway, and not speeding up or slowing down like they do around here. I remember that because at one point we were in one of the center lanes and we needed to get over to the right for an upcoming exit. There was a car in the lane next to us on the right, and he was about 2 car lengths behind us. We were able to move over with no problem. If we were anywhere else, that car would have most likely sped up and either hit us or would have had to slam on the brakes to avoid us. For the record, I wasn't the one driving... :-)
