New presidents always replace most political appointees (including US attorneys) upon taking office. Existing Presidents rarely replace incumbent US attorneys -- because, once appointed, they are supposed to be able to enforce the law without political interference. THIS is what Bush is ignoring -- the independnce of US attorneys once appointed.
