I would have re-built them as they were. But that was economically unrealistic. IIRC they were losing money as in tenant rent wasn't covering the mortgage. Thats one reason the Port Authority unloaded them. They were built to stimulate economic development in lower Manhattan. Once that happened, the Port Authority got out of the real estate business, but stayed in the railroad business with its take over of the H&M railroad aka PATH these days.
