How quickly could ground zero have been rebuilt?

Six to seven years at most. One year to clear the site, two years to draw up the designs and get things organized, and three years for construction. Possibly allow for another year to deal with any delays that might arise.
Reconstructing Ground Zero was not merely a large construction project but had immense symbolic value, being a means of showing that the city, and to some extent the country, could be hit hard but not defeated. By taking such an excruciatingly long time, unfortunately, all that symbolic value was lost.
