I think he could be a vigilante who did this on his own.

Sure, it's possible. But:

- He had a silencer.
- He knew that his victim was going to attend the conference and was staying at a different hotel, so that he'd have to enter the Hilton from the outside.
- He obviously had an excellent idea of what his victim looked like.
- He aimed well, from a distance.

Sounds more like a well-paid professional to me.
