Which crimes? Do you mean robberies, assaults, and homicides?

the streets and subways are becoming filthy once again
Streets don't seem any different, same old trash and (literal) crap.
Maybe the subways are looking filthy because they stop washing the cars during the winter?

and fear has returned to the streets of the city.

Somebody keeps forgetting to tell all the people going out partying in the evenings.
