It's intended as a disincentive more than anything else. If the bounty hunter just goes around wrangling everyone with a Spanish accent he encounters, he'll go broke pretty quickly with the instant fine of $300 each combined with lawsuits. And as I told Dutch, if it's taking longer than 2 days to verify these people, that is what needs to be fixed.

For the record, I don't actually think this idea would work. But, not for the reasons you stated.
