That means nothing. Even the USSR stressed work and wrote it into their constitutions. Note Article 12 of the 1936 USSR constitution:
In the USSR, work is a duty and a matter of honor for every able-bodied citizen, in accordance with the principle: "He who does not work, neither shall he eat."

The principle applied in the USSR is that of socialism: "From each according to his ability, to each according to his work."
The paraphrasing of 2 Thessalonians 3:10 is another propaganda tactic to get people to think that communism and Christianity are similar, BTW.
