It goes back further than World War II. The long decline of French power began in the 1700s when Britain, their longtime enemy, began to eclipse it on the world stage. Among other things, French had been the "international language" in Europe, and English slowly replaced it. I suspect that resentment of Britain transferred to the U.S. when we succeeded Britain as the leading world power.
