You have 50 cars speeding. You can only ticket one. Do you get the fastest one? Or the one barely keeping up with the others that you CAN catch the easiest?You're in a bad neighborhood. You have to do spot checks and frisks. Who do you pick? The couple holding hands walking down the street or the guy leaning against a mailbox. You're selectively enforcing. If you DO interview someone and they have a joint in their pocket. If they "seem OK" you might let them go but the next asshole you encounter has a roach clip and no joint. Down he goes. "Discretion." |
