Motive does matter if you're trying to reduce the number of crimes and victims. If the motive is material needs, then maybe ways of giving the people in question basic needs and/or ways of getting themselves or their children out of poverty helps. If the motive is the unequivocal extermination of you, your family and your society, then something more severe is probably needed. Like separation, isolation, and the restriction of weapons and raw materials for such. |
