Optimal implementation of a welfare state implies that every country has one— no need to immigrate for that.I admit that a welfare state is just one of many policies that doesn't work if it's not properly implemented. Although it's perhaps interesting that you use Haiti as an example— Haiti is a nation founded by people who were enslaved by France, successfully rebelled, and were then forced to pay reparations to France for refusing to work for free. So at minimum, every Haitian would have the right to move to France regardless of its effect on the French welfare state. |
