If you make it too difficult to get an abortion people will do it themselves as they have done in the past. Or they'll go to some quack like they did in the past. Nobody thinks about this, even when phrases like "Public Safety" or "protection of the public" pass their lips.

Secondly, there are and have been safe places to get abortions done for many years now. Leave them be and you won't have a public safety issue.
