Lines 17-23 on the last page extend this protection without regard for if the government is a party combined with lines 8-11 and 19-21 of the previous page allow a private party (any individual) to discriminate against he/she finds contrary to the practice or observance of his/her personal belief system. It need not be part of a larger religion, just as long as he/she believes that way. Also the use of the word "including" on Line 9 of the 2nd of 3 pages means that what is listed after is not meant to be exhaustive of what is entitled to protection. If I find that you offend my practice or observance of religion even if nobody else feels that way I can refuse to serve you and claim protection. What is to stop someone from saying that serving blacks offends their religion? How about if someone says serving Jews offends their religion? As it is worded, technically they have cover under this law
