Obamacare is still ultimately responsible1. Obamacare required states to upgrade their Medicaid programs 2. Child loses insurance because of upgrade AFAIAC Obamacare is the ultimate cause. If a causes b and b causes c then a caused c The changes to the Medicaid program would not have been needed if Obamacare was not passed. Therefore, there would have been no need to move the child to a new plan |
