Of course the initial rollout has not been successful. That said, neither was the rollout of the Medicare Part D enrollment. The rollout of the new online Common Application for college enrollment, begun last May, is still not functional, leading colleges to postpone their application deadlines; and this was not run by the government.Anyway, there is still plenty of time to get this right. The problem was, beyond incompetence, a deadline fixed in statutory stone that required the exchanges to begin on 1/1/14, plus the unexpectedly high number of states that declined to set up their own exchanges. |
