In 1981, I once stood at the Junction on three occasions and counted buses going south during the evening rush hour. On each occasion, there was at least one 45 minute gap in service for buses coming from downtown Brooklyn. The shuttles from the Junction to both southern branches ensured the maximum headway never exceeded 10 minutes for passengers boarding at the Junction or south of it. Of course they didn't help the other riders, but without them, many more passengers would have been inconvenienced. Hopefully, they still are running.
