I meant I think they hired him as a consultant, not as an employee. However a current employee of Sam Schwartz spent his entire career at MTA Surface and did all the bus planning there until 1981 when I was hired to assume his function as the chief bus planner. He was the one who probably designed the first draft if indeed the MTA hired Sam Schwartz as a consultant.
