Legal, political, institutional?Arguably, anything that NYCTA and MTABC intend to do to change a route requires the authority to go before the city for its approval for route changes, but the NYCTA and MTABC have routinely ignored that limitation (and the city has not taken action to date . . . perhaps the city is exercising political wisdom in not taking accountability?). And whether the law requires actual approval by the city is not entirely certain. |
