There is no (and should not be) a "partnership" between the City and Veolia Transportation. The relationship is that of a franchise, that is, the City's granting of a right to Veolia to use the City's streets. The City has no vested financial interest in Veolia's services. The mere possession of a right does not constitute a "partnership" with the grantor of the right. |
