The wearing of the (unofficial) uniform PLUS conduct to have any other person believe that he is entitled to wear that uniform so as to alter their behavior would likely suffice. But I don't recall that wearing the uniform alone would do for the charge to be brought.

Nonetheless, let's not lose sight of the other problem: being where he oughtn't to be in clothes that he oughtn't to be wearing.
