And that's my point. Ownership of the ROW is intact as far as the City is concerned. Any encroachment is illegal and can be vacated or demolished. That's why I reject Ron's argument that it may have only room for one track in certain portions. While technically true, such encroachment can be ended tommorrow. (and at the "encroacher's" expense.) |
