The ROckaway Line parallels Woodhaven Blvd for it's length and is already grade seperated, so it would be the logical chice for such a route instead. Not to mention that you can't afford to lose traffic lanes on Woodhaven Blvd itself. There's no reason to build it there when a block or two away is the Rockaway line, already grade seperated, and much safer.
