Probably, because the "C" designation is only used for the unpowered "coach" trailer cars.

Thanks, so they weren't Comet I cars.

How many of these cars were built? When were they built? And is there such a thing as a C2?

Only 10 cars were built, they were built by Tokyu Car in Japan and no there were no C2's.

The C1's were made with same parts, seats lights etc as the m1/m3.
The cars were 32 volt control and 480 volt HEP, the 10 cars were actually 5 maried pairs with each two cars connected with a drawbar and MU style N2a couplers at outside of the pair.
They were hauled by 3 FL-9ac's with N2a couplers on rear and with translator electronics to swich commands from 32 volt to 74 volt locomotive control.
The cars were only accessible from High level platforms

Good luck nobody unless you got unlimited $$$ can get SPV's to run.
Only the FRA's T-10 ran for years but probably the budget was a government secret.

Yes thats a SPV and its FRA T-10 a geometry testcar.
SPV's are seperate subject if you do a search you will find all your answers, we discussed these cars to death.

Dont confuse the PATH (a railroad) with PA of NY & NY.
The Porth Authority Trans Hudson is a railroad the PA of NY & NY is a managing agency that reaps profits from harbors and airports but spends it on transportation infrastructure.
