So 50 years ago Southern Pacific was instituting repair records systemwide so that an engine's entire mechanical/repair/failure records could be accessed at any shop facility system wide. IINM,Amtrak adopted a vendor designed preventive maintenance program for the Acelas. The idea was to schedule replacement of sub assemblies based on known life cycle data so as to reduce/eliminate failure on the road.

I will say, no matter the field of endeavor, the largest impediment to all of these measures is the accounting/finance/dividends for shareholders segment of management jealously striving to save every last penny. Actually practicing intelligent maintenance procedures seems rare.

NYCT implemented a comparable program in the early 1990s, called SMS where critical maintenance items were performed on a 2,4,5 7 or 12 year cycles. It's been fine tuned over 30 years to accommdate changes in technology.
