I don't know the full strategy but I read somewhere that the system also relies on process of elimination -- that is, a car is expected to pass by certain cameras as proof that it should not be charged. (Hence there are cameras on the FDR just north of the underpass). |

That would imply I could come down the West Side Highway, make a U-turn south of 23rd, and then exit onto 11th Ave going northbound, and never get registered as entering the zone. |

I haven't studied the system enough and haven't made site visits to see exactly where there are cameras. It's possible (and would be nice) if they have an arrangement that allows for an accidental turn or a quick detour (in case of a major obstruction that closes the West Side Highway for example) without having to be tolled. If there are enough "exonerating" cameras in place that track the vehicle to make sure it stays more or less on the exempt roads, then maybe they aren't worried about a tiny detour here and there within the CRZ. But again, until I see a full listing of camera locations, it's hard to tell. |

Along these lines, I see on Google Maps there are cameras set up on Madison north of 60th. So those vehicles are leaving the CRZ. I can't think of any purpose for this particular set of cameras except to help exempt vehicles rather than to charge them. Perhaps if a car on 61 St is forced (as is currently the case) to turn south onto 5th, and then quickly comes around to go uptown on Madison, then maybe they are spared the toll? I don't know. |

As stupid as this sounds, they might have cameras on northbound streets to prevent people from attempting to drive the wrong way for a block to evade a southbound camera. Most of the day, that would be impractical anyway, but perhaps in the wee hours someone might be dumb enough to attempt it. |
