Which original intention are you referring to? Gateway was designed from the get-go to be an increase in capacity for both Amtrak and NJT, as well as fixing Portal bridge. ARC was designed more to be an increase in capacity for NJT with additional trackage in NJ, where any benefit for Amtrak was more incidental. It looks like they weren't even planning to interact with the existing tracks on the NY side. |
