The blog post fails to mention that you can recoup the money you "lost" by spending time fighting the ticket by suing for wrongful detention, malicious prosecution, or whatever applies to the circumstances.When I got a ticket for "violating" 1050.9(c) by taking photos in the subway without a permit, I had to spend a few hours fighting the ticket but I won a settlement big enough to pay for those hours. |

That's what needs ti be done in order to impress on the powers that be that they must not overstep their authority. The only problem is that in most cases the individuals responsible are not the ones who have to pay and it is ultimately the taxpayers who have to ante up. I once had a problem with the NYPD and when I mentioned a lawsuit, the officer in question said "Go ahead, the city's got a lot of money." If the miscreant officers had the settlement money deducted from their pay, they wouldn't be so quick to make up their own laws. |

I've done so many times, even with friends on occasion. There have been times when the City Hall Loop have been considered main line track and times when it's been considered the same as relay or yard track. There are times when the train I've been on has sat on the loop for several minutes before entering the station again. Of course, while a conductor may allow you to do things aboard the train does not necessarily mean that the police will see it the same way. Having the NYCT ID card in your wallet does also make a difference. |

I've only been "hassled" twice, once by AMTRAK police and once by Norfolk Southern Police. In both cases, I was simply asked not to trespass on railroad property.As to whether riding the city hall loop is a permitted activity goes back to whether the track is considered main line or yard track. There have been bulletins issued periodically over the years either permitting passengers to ride the loop or at other times, not permitting the same activity. The average person would certainly not be aware of the bulletins so I suspect that the prudent thing to do is be guided by the conductor's announcements. |

The only mention was of police harassment, not of anything to do with NYCT. And if NYCT (i.e. the conductor) felt it necessary to not allow riders around the loop for some presumably legitimate reason, then the police enforcing that rare, specific occurrence would and could not be considered "harassment". And the whole point of my comment was about actual police harassment. |
