This is a Brazilian EMD oddity: the BB40-T3. This was originally a Southern Pacific SD40-T2 "tunnel motor", heavily modified to run on lightweight meter-gauge track.

Interestingly, the original configuration of that unit included a short hood that was so long (to accommodate Locotrol DP equipment) that those units were known as "snoots". Cutting that nose back as far as FCA did makes for a "Front Porch" big enough for a dinner party.
