When a similar situation took place a my job some years ago. We had a town hall meeting in which one of the exces put his message in plain english. He basically said... We have the funds to improve A & B. However, we don't have funds for the raises you seek. However, if you insist, we can increase the salaries, but also face a round of layoffs. We went 1.5 years without an increase and I heard lots of complaining, but I was happy to still have my job. |

The City and State do not put the money away for these workers but just say "Let the Future Worry About It" The Future CANNOT worry about it. It is part of the daily operating cost of labor AND SHOULD BE PAID IN FULL when the labor is rendered. My Blue Cross costs $650/month or $7800/year. This amount plus $15,000/year for retirement comes to 22,800/year. This amount is ADDED to the salary of the workers, and paid to them up front. The Employee for his part designates a heath care account and a retirement account into which these funds will be deposited IN THE NAME OF THE WORKER, for use according the rules of these accounts and thus the funds cannot be raided by either the government or the employee of other uses. It seems that nobody in this thread has addressed the proliferation of high priced and redundant "managers" who replaced certain titles starting during the Gunn/Kiley administration of the 980s. I'm not too familiar with titles in some of the other departments but in RTO (formerly known as RTTD), trainmasters were replaced by superintendents and deputy superintendents for each line as opposed to trainmasters in charge of a zone. With the proliferation of line superintendents, the former division superintendents were ultimately elevated to the positions of Asst Chief Transportation Officers and the former aides to the supts now became District General Supts and since the divisions were broken down into those districts, their numbers actually doubled. The new districts virtually replaced the zones that were formerly under the oversight of the lower paid zone trainmasters. This was done supposedly to eliminate the line of promotional succession which according to Gunn/Kiley allowed former union members who might have a certain pro union sympathy to rise to supervisory and quasi managerial positions and to also remove them from civil service protection. What actually happened was that the same individuals who formerly would have been able to take an exam to prove actual qualifications for similar positions now merely had to submit a resume for a managerial position and if he/she knew the right people would now be able to achieve that rank. If the MTA (specifically the NYCTA) really wanted to save money, it would eliminate all these redundant managers and return to the days of the trainmasters who when allowed, did a lot better job at a lower salary than the overpriced managers currently in place. |

Actually, it was to provide for more accountability and autonomy for each line. How it was supposed to work was that the Line Supt. would not have to go up the chain of command to the ACTO and then back down through the adjacent division to get something done. He could call Supt. to Supt. to station or track or signal or car equipment. On some lines it worked well while on some lines they promoted the same types who were promoted under the system that you are talking about - fraught with nepotism and incompetence. In fact during your time I recall that one RTO mucky-muck out in Queens promoted his own no-nothing daughter. She was ultimately knocked back but as soon as he retired, she was up there again - and is still fucking things up. |
