Actually, they were put up immediately following 9/11 to help people get around lower Manhattan and find alternate travel routes. I think they lasted almost a year before getting taken down. It's important that people remember the paranoia machine didn't start to kick in until a few months later; the younger generation which is now on the internet can only go by secondhand tales. From what I remember I saw many railfans taking pictures the few days after 9/11 of R46 Qs on the Brighton, Js at 95st Bkln and the R40 slant / R68 Qs on Queens Blvd, and heard nothing of photographer harassment until much later. I got some RFW videos on the LIRR and MNRR, including the tunnels, in 2003. In 2003 I remember being able to walk through the Albany capitol building and legislature building without there even being metal detectors present, let alone a full on turnstile and security screening. It was a nice shortcut to Washington Ave from Empire State Plaza in the freezing cold. I feel like the newsstand in the Capitol suffered a sudden drop in customers when people could no longer stop by and grab a newspaper and whatnot on their way through in the morning. |
