Using capital funds (money for Electrification or ALP45DPs) to finance an operating expense (additional service on any line) is about the worst possible decision a transit system (or any other organization) can make. Adding another train or two during the wee hours of the morning on the NEC would involve an allocation of funding at least two orders of magnitude smaller than the money spent on either the dual fails or any prospective electrification. |
