Yep ... but there was something about the nature of the "new contruction" that the feds picked up a good part of that build. I'm not sure of the details, but I remember hearing back before it was built that if they had built it where the el *was* then it would have been a "replacement" rather than a "new build" and wouldn't have gotten as much money as it did. |
