I would think that the act of servicing an MVM would require security measures beyond those covered in the rules of conduct brochure. Sure. I don't see why not. But those additional security measures would be the responsibility of NYCT to implement, and those additional security measures can not contradict the Rules of Conduct. One such idea would be to put a portable screen or shroud around the MVM to prevent people from both SEEING and PHOTOGRAPHING what is going on in a public space. NYCT has every right to do that. But what they don't have a right to do is leave something in plain sight of the public and claim that photography of that thing is not permitted. Take Pride,
