But it doesn't. High floor LRVs like the Bombardier Flexity LRVs which form the basis of the Rotterdam 5300, 5400, and 5500 can all operate on both overhead wire and third rail. No real conversion would be required, except maybe a few platform extensions in a few cases. The line would still have third rail and high platforms of the same height they now have. In no way would operating the line with LRVs in any way impair the ability to convert it to an NYCT subway standard someday in the future if a tunnel to Brooklyn is completed. But commonality with the LRVs on the North Shore and West Shore lines would save a large amount of money in reducing parts inventories required to operate Staten Island's rapid transit.

IMHO if they pursue the West Shore line, especially in its flawwed route through the unpopulated and largely uninhabitable route along 440, it is essential it connect directly to the existing SI South Shore route. It is even better if they can operate both into Tottenville, which should push toward operating both with roughly compatible vehicles. Certainly there's room at Tottenville to accommodate four tracks at a combination of high and low platforms to allow for both high and low floor LRVs.
