There's really no "quiet zone" like on mainline railroads. Transit lines don't come under the same Federal rules umbrella. The pre 1947 Rapid Transit company didn't blow for crossings, so neither did the CTA. Now the Skokie Swift/Yellow line is an exception. When opened by the CTA in 1964, because the "L" trains travelled 65 MPH, it was a safety consideration that trains blow for the crossings. Actually the PCCs honked and now the HP cars hoot.
