A "Foamer" is a steam locomotive with a digestive problem in the boiler. It is making foam, and not enough steam. It was a very difficult locomotive to operate. Crews would curse it. Call it a "Foamer". It would be reported to maintenance as such at the end of the run, and they would (if the crew was lucky and the beast not needed on the road right away) be cleaned out. Sometimes it was the cleaning that caused the foaming and it would just have to be run out of the system.It takes no leap of the imagination to see why crews would call a troublesome railfan a "foamer".
