Oops, my mouse clicked while I was looking up more for that draft. I checked Triumph II and pg 151 has a Jan’56 plan with 1-2-4 to the east side of the bridge, 1-4 across it, 1-2-3-4 through Lancaster, 1-2 west from Dillersville and 2 tracks down to Columbia.

Tower ES once existed on the east side of the bridge to control the New Holland branch and CG existed on the west side to control old Conestoga Junction into downtown Lancaster. That would give them control of the 2 track movements across the bridge. Pg 156 shows that ES & CG were merged into Cork (along with Dillersville) during the ’38 electrification. So Tim’s question is answered by reading “all the way to Cork” as just barely reaching the east limit of the interlocking rather than 1-2 miles down to the front of the tower.
