Probably too expensive. The most realistic plan would be a Franklin Shuttle style rebuild, with some station consolidation and perhaps a transfer to the G at Myrtle/Willoughby and a more convenient, enclosed transfer at Bridge/Jay Sts to both the IND and BMT at Lawrence.
