I checked. The oldest car is from 1925. It's not in regular service anymore. The two other A-bomb survivors are from 1942 and are in regular service. But all cars seen in Deaks' Hiroshima photos are post-WWII.

Buenos Aires metro's line A has cars of 1919 vintage. While I don't think they would outnumber the Peter Witts in Milan, they are most likely the oldest subway cars in the world still in regular service.
