During the Clinton administration the contract went up for bid and was won by Halliburton. IIRC when that contract expired it was up for bid again and Halliburton was the only one to bid on the contract. When Bush needed a contractor to serve in Iraq Halliburton ALREADY HAD THE CONTRACT for military contingency support.ROAR |
