There is one aspect of this issue that a bit of a nugget. The idling engines are not there on weekends! Since those engines are someplace elsewhere, an argument could be made that they should remain at that place all of the time. A crack in the window towards mitigation appears, a point to argue. A deal could be made. Which is a different argument than, those idling engines are there ALL of the time, and especially because there's no where else to put them.
